Divide filling in between four tortillas, wrap up, burrito-style. Place on baking sheet. Bake until crisp and golden brown, about 10-15 minutes.
While burritos cook, make sauce.
Remove skin, seeds and membrane from peppers. Chop finely. Add peppers, cheese, and milk. Cook over a low heat, stirring occasionally until cheese is completely melted.
Pour sauce over burritos.
